GSA MOBIS
The General Services Administration (GSA) Management, Organization and Business Improvement Services (MOBIS) Schedule offers a full range of management and consulting services that can improve a federal agency's performance and their endeavor in meeting mission goals. MOBIS contractors possess the necessary expertise to facilitate how the federal government responds to a continuous stream of new mandates and evolutionary influences including the President's Management Agenda; Government Performance and Results Act; Federal Acquisition Streamlining Act; OMB Circular A-76; Federal Activities Inventory Reform Act; government reinvention initiatives such as benchmarking and streamlining.

GSA Environmental Advisory Services (EAS)
The General Services Administration (GSA) Environmental Advisory Services (EAS) Schedule assists the government in complying with environmental initiatives and meeting goals through the following offerings:
899-1 Environmental Planning Services & Documentation: Services include but are not limited to: Environmental Assessments and Environmental Impact Statements under the National Environmental Policy Act (NEPA); Endangered Species, Wetlands, Watersheds and other Natural Resource Management Plans; Archeological and/or Cultural Resource Management Plans; Environmental Program Management and Environmental Regulation Development; Economic, Technical and/or Risk Analysis, and other environmentally related studies and/or consultations; Homeland Security issues including vulnerability assessments, biochemical protection, identification of threats and protective measures to mitigate the threats, and Crime Prevention Through Environmental Design (CPTED) surveys.
899-2 Environmental Compliance Services: Services include but are not limited to: Environmental Compliance Audits; Compliance Management and/or Contingency Planning; Permitting; Spill Prevention/Control and Countermeasure Plans; Pollution Prevention Surveys; ISO 14000/Environmental Management Systems (EMS); and Community Right to-Know Act reporting.
899-3 Environmental Occupational Training Services: Training to include standard (off-the-shelf), customized, and/or computer-based interactive courses, as well as converting existing courses to electronic media. Training may be conducted on or off site and may be on any number of environmentally related issues, including fire preparedness training and public fire safety education.
899-4 Waste Management Services: Operational services, advice, or guidance in support of agencies' Waste Management Services. Examples include, but are not limited to:
Data collection, feasibility or risk analysis, RCRA/CERCLA site investigation, hazard and/or non hazard exposure assessments, waste characterization and source reduction studies, review and recommendation of waste tracking or handling systems, waste management plans and/or surveys, waste minimization/pollution prevention indicatives, review of technologies and processes impacting waste management.
Management, furnishing or inventory of Material Safety Data via CD, Internet, facsimile, mail or other media; development of emergency response plans.

COMMITS NexGen Contract Guide
The COMMerce Information Technology Solutions Next Generation contract, sponsored by the General Services Administration (GSA), is available to all Federal Agencies and provides an innovative alternative to acquiring a wide range of Information Technology (IT) services, from analysis to hard/software implementation, to ongoing operational support of an IT solution.
Project Performance Corporation’s (PPC) contract with DOC for COMMITS NexGen is a Government-wide Agency Contract, with a contract period of performance of 10 years. The contracted program is supported through a three-tiered competitive-based ordering methodology. PPC is in Tier II, where task order awards range from $5 to $40 million.
The contract does not contain fixed labor rates, labor categories, or pre-established line items. This is a performance-based contract. Task Order types will range from Indefinite Delivery Indefinite Quantity, Cost Plus Fixed Fee, Cost Plus Award Fee, Labor Hours, Time and Materials, to Fixed Price Award Fee, and Firm Fixed Price Level or Effort.
The objective of this DOC Program is to “become the Government-wide Agency Contract (GWAC) vehicle of choice to meet the Government’s demand for high-quality competitive Information Technology (IT) solutions from a pool of exceptionally qualified, high quality small, small disadvantaged, small 8(a), small women-owned, small veteran-owned, small services disabled veteran-owned, and small HUBZone businesses.”

NIH CIO-SP2i
The Chief Information Officer - Solutions and Partners 2 Innovations (CIO-SP2i) contract is sponsored by the National Institutes of Health (NIH), National Information Technology Acquisitions and Assessment Center (NITAAC). The contract is available to all Federal CIOs and other IT procurement officials and provides an efficient method for acquiring a wide range of Information Technology (IT) products, services, and solutions. Project Performance Corporation’s (PPC) contract with NIH for the CIO SP2i is a Government-Wide Acquisition Contract (GWAC), available to all Federal Government agencies to procure the services of PPC’s qualified and experienced staff. The 10-year contract period is available through the year 2010.

The CIO-SP2i contract is structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) task order contract whose orders may be Time & Materials (T&M), Firm Fixed Price (FFP), Cost Sharing (CS), Cost Plus Fixed Fee (CPFF), or Cost Plus Award Fee (CPAF). All non-NIH customers are assessed a minimal processing fee equal to 1% of TO funding (not less than $250, minimum order size $25,000).
Task Orders take approximately 2-5 weeks to award depending on order type and level of competition.
